ANALISIS KEBIJAKAN PENDIDIKAN PROFESI GURU (PPG): PERSPEKTIF PROFESIONALISME

Abstract

This paper aims to understand and assess the coherence of the conceptual design of the teacher professional education program as a policy model for organizing teacher education with the aim of preparing professional teachers. With a normative approach, it is concluded that the conceptual design of the teacher professional education program policy (PPG Pre-Service) is considered to have a low level of coherence with the concept of teacher professionalism, both the concept of a professional teacher figure according to the Law on Teachers and Lecturers (UU Guru) and the Government Regulation on National Education Standards (PP SNP), which is based on mastery of four competencies (pedagogic, personality, professional, and social) in their entirety. The low competency (professionalism) in the PPG Pre-Service program is understood as a consequence of the implementation of the consecutive model as a system for organizing teacher education that focuses more on the subject matter aspect.
